CoordinatingRiskAssessmentinDomesticViolenceCases
Identifyinganddocumentingriskfactorsforseriousorlethalintimatepartnerviolence(IPV)shouldbe
incorporatedintoeachstepofthecriminaljusticeintervention.Acommunity’scoordinatingcouncilortask
forcecanspearheadanexaminationofcurrentpracticestouncovergapsthatexistinidentifying,
documentingandtransmittingriskinformationthroughoutthecriminaljusticeintervention.Toassistsuchan
assessment,BWJPhasdevelopedAccountingforRiskandDangerPracticeChecklistsforeachpractitionerin
theinterventionprocess.Thechecklistscanhelpajurisdictionensurethatitscriminaljusticeresponse
identifiesandaddressespotentialriskstovictims,basedonsoundresearchonriskfactorsassociatedwithIPV.
Recentresearchhasalsoprovidedguidanceonriskfactorsassociatedwithhighriskcases.Validated
assessmenttoolsarenowavailableandappropriateforusebydifferentintervenersinIPVcases.While
communitiesareoftenexcitedaboutdevelopinganenhancedresponsetohighriskcases,thiseffortwillnot
beeffectiveifcurrentbasicpracticesfailtoaddressriskingeneralwithinaneffectivecoordinatedinteragency
response.
TheAccountingforRiskandDangerPracticeChecklistscanguidecommunitiesinexaminingtheircurrent
responsetoIPVandask:“howwelldoesthecurrentresponseaddressrisk?”andpromptstheassessorsto
ask:“whatmorecouldbedonetoimprovereductionofrisk,especiallyforvictimswhomaybeathighriskof
serious,repeatedorlethalviolence?”
ThePracticeChecklistsarebasedontheunderstandingthat:
Victimsmaysharedifferentpiecesofriskinformationwithdifferentintervenersforavarietyof
reasons,andthatinformationmustbehandledcarefullyinaccordancewithconfidentialitylawsand
withaconcernforvictimsafety.
Riskassessmentshouldbeanongoingprocessinordertotakeaccountofchangesinthevictim’sand
offender’scircumstances.
Themosteffectiveassessmentofriskreliesonacombinationofinformationfromvalidriskassessment
tools,practitionerexpertise,offenderhistoryandthevictim’sperceptionofrisk.
Theeffectivemanagementandcontainmentofdangerousoffendersrequiresinterconnectedpractices
amongagenciesthatpromoteaccountability,includingactivemonitoring,appropriatecourtordered
servicesandswiftandcertainconsequencesforreassaultorviolationsofcourtorders.
ReducingRiskbyMaximizingVictimSafetyandOffenderAccountability
ThePracticeChecklistsguidetheassessmentbydirectingattentiontopracticesthatimproveriskreduction
basedontheresearchonriskfactors.Thesamplequestionsbelowprovideapreviewofthefullassessment:
