GUIDELINES ON SECURITY CLEARANCE
2318. SHRI RAM CHARITRA NISHAD:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether the adverse inputs by intelligence agencies are considered
before giving security clearance to promoters or bidders on a case to case
basis;
(b) if so, the details thereof;
(c) whether the Government proposes to issue unambiguous guidelines for
expeditious security clearance;
(d) if so, the details thereof;
(e) whether multi system operators and Indian banks wanting to open
foreign branches will no longer require prior security clearance; and
(f) if so, the details thereof?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS
(SHRI HARIBHAI PARATHIBHAI CHAUDHARY)
(a) & (b): Yes, Madam. Security clearance is granted by the Ministry of
Home Affairs after assessing reports received from the Central
Intelligence and investigating agencies from the national security point of
view.
(c) & (d): The Ministry of Home Affairs has formulated a policy for
national security clearance for certain sensitive sectors of the economy
by codifying all existing practices. In addition, the policy has also
liberalized certain investment restrictions existing earlier. The new policy
is aimed at bringing about a healthy balance between meeting the
imperatives of national security and facilitating ease of doing business
and promoting investment in the country.
(e) & (f): Yes, Madam. It is proposed to do away with national security
clearance for Multi System Operators and Indian banks wanting to open
foreign branches.
