Vendorcontractnegotiationiscomplicatedandcritical.Therearenostandardcontracts
forcloud.TheSLALOMprojectisfinalisingacloudservicecontracttemplatewith
equitabletermsandconditionsforsuppliersandcustomers.
Contractterminationconditionsneedtobecarefullyevaluated.Portingdatatoanother
cloudornon‐cloudsolutionmayinvolvehighcosts.Cloudescrowisalsomissing.
Thesechallengeshaveanimpactonallthestepsoftheprocurementprocess.Thereisaclear
impact on skills and knowledge required. IT managers within public research organisations
shouldhaveaclearunderstandingofthenewtechnologybeingpurchased.
Functionally similar to financial market brokers, cloud brokers match provider supply with
consumerdemand.Thismodelbenefitsallparties:experiencingmorepredictabledemand,cloud
providerscanbetteroptimizetheirworkflowtominimizecosts;cloudusersaccesscheaperrates
offered by brokers; and cloud brokers generate profit from charging fees. Including such
brokerage models in a European Open Science Cloud could reduce the risks that arise from
marketinstability.Theadoptionofahybridcloudmodelwillalsohelptoreducetheimpactof
marketinstabilitiesonaEuropeanOpenScienceCloud.
Theroleofstandards
Standardsimprovetransparencyandcomparabilityforserviceusers.Theyopenupnewmarkets
for suppliers and offer equal access conditions, particularly forsmallandmedium‐sized
companies. Standards also improve the quality, security and sustainability of products and
servicesandadoptionofsuitably defined standards exposes the supplier’s unique selling
propositions.Openstandardscanbeadoptedtoprovideinteroperabilitybetweenpartsofthe
infrastructure,portabilityfromonecloudserviceprovidertoanotherandtrustintheintegrity
(provenance,reliability,etc.)oftheinfrastructurethathasbeenbuilt.
Emergingcloudstandardsforapplicationorchestrationprovidetemplate‐drivendescriptionsof
applicationsasatransparentwayofabstractingtherelationshipsbetweencloudapplicationsand
servicesandtheunderlyingplatformorinfrastructure.OneexampleofthisisTOSCA(Topology

project.Thisgivessuppliersandusersinteroperable
descriptionsofcloud‐hostedservicesandapplications,includingtheircomponents,relationships,
dependencies, requirements, and capabilities. TOSCA has the potential to expand customer
choice,improvereliability,andreducecostandtime‐to‐value,facilitatingtheagile,continuous
deliveryofapplications(DevOps)acrosstheirentirelifecycle.
Portabilityisanothersignificantpropertysinceprospectiveuserswanttoavoidvendorlock‐in
whentheychoosetousecloudservices.Usersneedtoknowthattheycanmovetheirdataand
applicationsbetweenmultiplecloudserviceprovidersatlowcostandwithminimaldisruption.
Portability through the appropriate standardisation of APIs, data models, data formats and
vocabularieswillhelpautomatebusinessprocessessurroundingcloudcomputingprocurement,
enable straightforward technical integration between the client and provider, and allow for
flexibleanddynamicapplicationdeploymentsacrossmultipleclouds.
