REQUESTING A RATE INCREASE FOR ADVANCED METERING INFRASTRUCTURE

Advanced Metering Infrastructure (AMI).

, SJWC completed a pilot
study of AMI, the results of which are summarized in the application, and is now requesting to
deploy AMI throughout its service area in this application.

General Rate Case applications though a phase-in to AMI over one or two rate case cycles for
conversion of existing customer analog meters to AMI.”
Currently meter reads are read manually and provided to most residential customers once every two
months as part of their bill. AMI technology includes advanced meters that can take hourly readings
every day and a data transmission system to provide this water usage data to both customers and utility
staff in near real time. This technology is a critical tool that will help customers comply with the State
Water Resources Control Board’s (SWRCB) water use standards, reduce water loss through the early
notification of continuous flow which signifies the presence of leaks, and minimize the company’s
carbon footprint.
THE APPLICATION
To fund the AMI upgrades, SJWC’s application is requesting revenue increases of $2,315,000 or
0.61
% in 2021, $3,960,000 or 1.04% in 2022, and $2,510,000 or 0.65% in 2023, and $341,000 or
0.09% in 2024.

For the typical customer with a 3/4-inch meter using 11 ccf (one ccf = 748 gallons) of water per
month,
the monthly water charges will increase by $0.54 or 0.60% from $90.23 at present rates to
$90.78 in 2021, by $0.94 or 1.03% to $91.71 in 2022, by $0.59 or 0.64% to $92.30 in 2023, and by
$0.08 or 0.09% to $92.38 in 2024. These amounts include 1.23% charge to fund the CPUC. The
rates shown on your water bill may vary slightly from the existing rates shown above due to
temporary surcredits or surcharges in effect from time to time.

This application will be assigned to an Administrative Law Judge (Judge) who will determine how
to
receive evidence and other related documents necessary for the CPUC to establish a record upon
which to base its decision. Evidentiary hearings may be held where parties of record will present
their testimony and may be subject to cross-examination before the Judge. These hearings are open
to the public, but only those who are parties of record may present evidence or cross-examine
witnesses. After considering all proposals and all evidence presented during the formal hearing
process, the Judge will issue a draft decision which may adopt all or part of SJWC’s request,
modify, or deny the application. Any of the five CPUC Commissioners may sponsor an alternate
decision and the issue will be voted on at a scheduled CPUC Voting Meeting.
